Dear Partners and Friends,
It has been an exciting 29-plus years that God has blessed me mightily with the privilege,
in collaboration with you dear people of God, and all those who have participated throughout
the years, to do His bidding through Tender Loving Care Ministries! When He called
me in 1986, I had no idea that He would lead countless workers to come alongside me to
provide clothing and other necessities to the tens of thousands of children in some of the
neediest areas in the nation nor that it would be a thriving ministry for such a lengthy
period of time. He is an awesome God and is still in the business of performing miracles!
It is with mixed emotions that I tell you that God has led me to retire as Founder and
Director of TLC effective June 30, 2016. However, He has provided a wonderful
Christian woman of God, Mrs. Tina Decker to whom TLC Ministries is now entrusted.
She and her family, through Putting Prayers to Action Ministry (PPA), are already serving
the Lord in many ways in central and eastern Kentucky, West Virginia and southwestern
Virginia, and are well prepared to add this ministry to their ongoing work in His vineyard.
TLC has been supporting PPA for a number of years and made a trip to Big Clifty last
September to discuss the possibility of her taking on the responsibility of TLC. While
there I participated in a number of house calls in which she provided clothing and food to
needy families.
I went back again in early January to discuss in more detail the added responsibility
involved with incorporating TLC into PPA. I came away from that meeting knowing that
I had selected the right person to take over for TLC. On this trip I participated in two food
distributions that served over 450 families. We also had discussions with her CPA
regarding her accounting of monetary and in-kind donations and he was very positive
about the process she had in place. As a result of the in-person meetings and discussions
with her CPA, I am very confident that you will be well served if you continue to provide
your support to her!!
While it is a blessing to know that this ministry will continue in such capable hands, I must
confess that I have tears in my eyes as I pass on this “baton”, as my heart is still with the
children we have served for so long. But, I will continue to serve those children through
PPA and prayfully so will each of you.
I am including a letter from Tina in which she describes her ministry and some background
on her and her wonderful family. I pray that you will continue to be as generous as you
have been in the past—in sewing and providing for these children through Tina’s ministry.
I am very confident that she will continue the mission I started over 29 years ago!!

You shall give to him freely, and your heart shall not be grudging when you give to him, because
for this the Lord your God will bless you in all your work and in all you undertake. For there will
never cease to be poor in the land. Deut. 15:10-11a

As you know we never share your personal information, therefore, it will be necessary for
you to initiate communications with Tina and provide your e-mail/street address. See her
letterhead for phone number and mailing address for sending packages which you can
begin doing immediately.
I encourage you to view her website––and to be a part of this
God-blessed ministry. NOTE: They currently have two websites
and and are in the process of consolidating them into one.
In the meantime, check them both out and provide comments on what you like about each of
I don’t know of any words that would sufficiently thank you and let you know how much
you have blessed me with your significant contributions to the children of Appalachia. I
pray that God will interpret from my heart to yours the measure of deep gratitude and
appreciation I feel for every mite you have given in His name. If it were not for the
incalculable and generous assistance from each of you, and my husband Ed, this ministry
would not have existed this long. May He bless you according to His riches in glory as
you remain faithful to Him in ministering to “the least of them,” His children.
In Christian love, Carole Franceski

To our New Partners:
My husband Bryan and I operate Putting Prayers to Action ministry. In 2004, our family found
ourselves in an unfamiliar place. We were a two-income family that had saved for the future.
Then our oldest son, Trace, became ill. He had a kidney disorder and endured 11 surgeries and
multiple procedures. I had to quit my management job to take care of our son. In three months,
our finances were drained and our insurance company canceled our health coverage. We found
out Trace’s kidney disorder was genetic and testing revealed Bryan, and our younger son,
Brennen, both had the disorder.
Because of pride we began to withdraw from our friends, family and church, not wanting people
to know how bad things were. We had never needed help before and were now facing the reality
of losing everything. I had called every church I thought of to place our family on prayer lists.
One night a pastor who did not know us called. He said, “God had led me to pray for your
family.” In the middle of the night he came to our house to pray with us. It was then I realized
someone was doing more than just saying they would pray for us. Someone was putting prayers
to action for our family.
The following day, I went to the kitchen to fix something to eat and realized all I had was enough
peanut butter for one sandwich. I fell to my knees and confessed to God that I couldn’t do this on
my own. Before, I got off my knees there was a knock at the door. Some ladies from the family
resource center at my son’s school were there with two boxes of food. Through our experience I
realized we had to go through our own hardships to equip us to see the hurting in others. Before
our hardship we could only sympathize with others, but now we feel empathy with them.
Over the past ten years our family has helped many, many individuals and families. Currently
we are involved in 27 counties in Kentucky, 7 counties in Virginia and 3 counties in West
Virginia. God has placed a heart’s desire to reach out to the Appalachian Mountain area, so this
is our main focal point with 1,700 children and their families. Our local area is a mission field
within itself, where we assist over 500 local children and their families. God allows us to help
more than 700 families a month with food, diapers, personal hygiene items and clothing.
When starting out in ministry, I wanted to save the whole world, but God spoke to me and what
He said became our ministry’s motto and sums up our purpose: Together we are “Changing the
world one life at a time with mercy, love and grace through Christ Jesus our Lord.”
We are an ordinary family serving a perfect, faithful, loving and mighty God. There’s one last
part to our story. Bryan, Trace and Brennen’s kidney disorders are completely healed. Bryan was
on the operating table when the doctors, with no explanation, noticed the kidney was normal.
Trace and Brennen’s kidneys are back to normal, too. We give all Glory & Praise to God! They
can’t tell us God’s not still in the healing business.

The Spirit of the Lord is upon me, because he hath anointed me to preach the gospel to the poor;
he hath sent me to heal the brokenhearted. Luke 4:18

We value the assistance you have already provided to us through Tender Loving Care Ministries,
Inc. We look forward to the opportunity to begin to grow a long and prosperous relationship built
in Christ with you. We are committed not only in assisting children and their families, but God
requires us to be good stewards in all He provides to us.
Your support in this transition will be invaluable in helping us on this journey for Him. We want
to thank you, ahead of time, for taking so much time out your own life in providing to our
children and for being the vessel God uses to allow us to continue to be His Hands and Feet to a
hurting world. We also look forward to serving the Lord together with you, for many years to
come. Please check our website to learn more about how Putting Prayers to Action is helping the
less fortunate with assistance from people like you!!
In Christ’s Love, Tina and Bryan Decker
